Shampoo gray 11

Somehow this shampoo does not foam up at all. Is this normal?

Hi Angie, that's right- the Steel Shampoo is a highly-pigmented toning shampoo, targeted for colour refreshing, not so much cleansing. It's best to alternate the Steel shampoo with another shampoo you like, with more cleansing qualities.
